Ya Donald Rumsfeld fue recibido con manifestaciones multitudinarias en las que se le llamaba asesino que degeneraron en graves altercados entre polic?as y manifestantes, pero sin duda el rev?s a su propuesta de lucha contra el terrorismo ha debido ser mucho m?s doloroso a?n para ?l y para la administraci?n Bush. El halc?n pretend?a crear una fuerza de intervenci?n r?pida para combatir el \u00abterrorismo\u00bb en el continente, pero las respuestas han sido que las fuerzas armadas de los pa?ses sirven para mantener la integridad territorial, no para atacar a otras naciones.
