\nSe ha consumado el NO<\/a> a esta constituci?n europea. Ha ganado la Europa social. Los \u00abanalistas\u00bb se conforman diciendo que el no ha sido un castigo al gobierno de derechas franc?s, que la poblaci?n no sab?a que votaba. Acto seguido se daban las noticias de que varios libros sobre la cuesti?n del refer?ndum hab?an sido los m?s vendidos en las librer?as galas. Otros dem?cratas dec?an que el tratado cojnstituyente deber?a haberse aprobado seg?n el modelo alem?n, esto es, en el parlamento, donde habr?a obtenido 4\/5 partes de los votos. <\/p>\n

Nadie se cuestiona que este modelo europeo abandonaba los principios que defin?an la pol?tica del continente y se entregaba sin m?s al liberalismo. Nadie pone en duda que muchos parlamentos s?lo se representan a s? mismos y no a un pueblo al que s?lo apelan cada cuatro a?os o para refrendar sus postulados previos. Era el s? o s? y ha sido no. Es la hora de reformar un tratado para que tenga en cuenta las necesidades y las voluntades de la ciudadan?a, no s?lo la de las empresas y la de los pol?ticos que las representan. Hay que hacer una constituci?n legible y entendible por todos y todas. Breve, concisa, directa, sin trampas ni anexos ocultos preceptivos que invaliden los grandilocuentes principios rectores planteados en la primera parte de los textos.<\/p>\n

Pero, siendo realistas, ya se buscar?n cualquier trampa para sobreponerse a este rev?s y a otros seguros que vendr?n. Aunque al menos se pondr? en evidencia el d?ficit democr?tico de la \u00abconstrucci?n\u00bb europea.
